Council members who favor increasing the property tax rate say city services have simply declined too much and that residents need to pay a little more for the city's upkeep.
Council members who oppose the increase respond that raising the tax rate will hurt Dallas' ability to grow, to attract new businesses and residents. Though a rate increase might add up to only a small additional payment from a household, the bill is much bigger for a business, they say.
